California is set to revolutionize its public operations with the integration of blockchain technology.

California takes the lead

Santa Cruz County, located in Northern California, has decided to embrace the innovative technology by implementing digital wallets for public services and official documentation purposes.

In a unanimous decision by the Santa Cruz County Board of Supervisors on April 25, the county will move forward with a white label digital wallet powered by Humble.

The three-stage pilot program is set to begin in July 2023, with beta testers using the digital wallet for services such as bike registration and RV parking registration.

The blockchain-based wallet aims to provide increased trust, transparency and efficiency to public services, such as permit processes, digital identity and various forms of public documentation.

California passed legislation in September 2022 that allows county governments to issue vital records using verifiable credentials powered by blockchain technology.

Expand the scope of the pilot program

In addition to the initial use cases, the pilot program will explore alternative use cases to test the versatility of the digital wallet. These alternative use cases include registering park facilities, tracking volunteer hours at the park, issuing building permits over the counter, and licensing pets in partnership with the Santa Cruz Animal Services Authority.

The success of these use cases and the feedback collected from beta testers will guide the decision to make the digital wallet a permanent service, expand its use, or discontinue the project altogether.

The goal is security, privacy and convenience

The pilot program has been developed to test the functionality, user experience and scalability of the digital wallet. Users will be surveyed to gain insight into the effectiveness of the blockchain-based wallet and to identify areas for improvement.

Data security and privacy are of utmost importance in this project. Humbl will be required to adhere to a strict, comprehensive data security plan developed in collaboration with the Information Services Department (ISD).
